Here's an interesting thought--what say you?

Actually, before a proposed amendment is submitted to the states for ratification, it needs to garner a 2/3 majority in both Houses of Congress. We conservatives might have the 38 states we need, but in most cases it would be doubtful that we could get 67 Senators and 291 Representatives to agree on almost anything.
