When a Movie Star Actor is Never Nominated and dosent Win an Oscar does that mean hes a Bad Actor?

Not at all. There have been many great actors who have never won and even never been nominated. It could also be said that some no so great have won. Of course there are many actors who wouldn't be eligible since they work in TV or the Theatre.
