Cong Vs. BJP ; Govt. Vs. Civil Society?

Now-a-days in news I see Cong is blaming BJP for few incidents and BJP is blaming Cong for few other incidents. Also the Civil Society is demanding a fair Lokpal Bill from the govt. Instead of taking the Lokpal Bill so seriously why there is not a law imposed by the Election Committee of India or the Supreme Court of India that "ANY PERSON/POLITICAN FOUND CORRUPTED MUST BE THROWN OUT OF INDIAN POLITICS and THERE MUST BE A BACKGROUND VERIFICATION FOR ALL THE CANDIDATES WHEN THEY ARE NOMINATING THEIR NAMES FOR ELECTION"?
