Why are my legs build muscle but my arms arnt?

So i left weights 3 To 4 times a week and i notice that my legs are becoming more defined and that they are getting bigger but my arms arnt. I do bench. Incline. Shoulder press. arm curls. Rows and push ups. I do drink a protein shake and a pre workout drink. So why arnt my arms showing any signs of getting bigger
